Almost twenty five years ago, the Presidential Commission on Good Government was created by then President Corazon C. Aquino, by virtue of Executive Order No. 1, making the Commission the first official act of the Aquino revolutionary government—predating even the 1987 Philippine Constitution. As the Republic transitioned from dictatorship to democracy, the Filipino people expressed their hope in the rhetoric of good government.
The Commission celebrates its 25th Anniversary on 28 February 2011. It rises to the challenge of treading the trail that it once blazed: of teaching the world the way forward from a peaceful revolution, and of preaching “good government” long before “good governance” pervaded the discourse of public administration and management. The present Commission aims to deliver on the people’s hopes: by becoming a model agency for good governance, in its vigilant and active pursuit of its mandates.
This Commission is the Filipino people’s commission, inasmuch as the realization of good governance is an aspiration and responsibility shared by all.
