Committee on Anti-Red Tape (CART)

The Presidential Commission on Good Government (PCGG) Committee on Anti-Red Tape (CART) was created pursuant to the following legal issuances:

1. Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018,
and its Implementing Rules and Regulations (IRR), particularly Rule IV, which requires every government agency to establish a
Committee on Anti-Red Tape (CART) to ensure compliance with the provisions of the Act and its implementing rules.

2. Anti-Red Tape Authority (ARTA) Memorandum Circular No. 2020-07, “Guidelines on the Designation of a Committee on Anti-Red Tape (CART),”
as amended by ARTA Memorandum Circular No. 2023-08, which prescribes the composition, functions, duties, responsibilities, and reporting
requirements of the CART in all covered government agencies.
