Invitation to bid for the supply and delivery of  SECURITY SERVICES to THE PRESIDENTIAL COMMISSION ON GOOD GOVERNMENT(PCGG)

1. The Presidential Commission on Good Government (PCGG)  through  the General Appropriations Act for FY 2020 intends to apply  the sum of   Four Million  One Hundred Thousand Pesos (P4,100,000.00) inclusive of all applicable taxes., being the Approved Budget for the Contract (ABC)  payments under the contract for the supply and delivery of Security Services. The procurement project is undertaken through the Early Procurement Activities (EPA) pursuant to GPPB Circular 06-2019 dated July 17, 2019. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The PCGG now invites bids for the provision of manpower for Security Services including the provision of equipment to be used by the security personnel for their head office located in IRC Building 82 EDSA, Mandaluyong.

Delivery of Security Services is required for one (1) year January 1, 2020- December 31, 2020. Bidders should have completed, within the past five (5) years prior to the date of submission and receipt of bids, a contract similar to the Project the amount of which is at least 50% of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II of Instructions to Bidders (ITB).

3.Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and must be duly registered as a Platinum member of Philippine Government Electronic Procurement System (PhilGEPS).

4. Interested bidders may inspect the Bidding Documents and obtain further information from the PCGG Bids and Awards Committee (BAC) Secretariat located at the Third Floor IRC Building No. 82, EDSA,  Mandaluyong, City,  9:00 am to 4:00 pm from October 1 to Oct. 21, 2019.

5. A complete set of Bidding Documents may be acquired by interested Bidders following the same schedule for the inspection of Bidding Documents from the stated address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in a non-refundable amount of Five Thousand Pesos (P5,000.00), to be paid in cash to the PCGG Cashier located at the Annex PCGG Building . The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the PCGG, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The PCGG BAC will hold a Pre-Bid Conference on  October 8, 2019, 2:00 P.M. at the Old Conference Room, Ground Floor, IRC  Building, 82 EDSA, Mandaluyong City which shall be open to prospective bidders.

7. Bidders must register with the BAC Secretariat at the  IRC  Building, 82 Edsa, Mandaluyong City prior to dropping their bids on or before October 22, 2019, 2:00 P.M. (PCGG Lobby Clock ). All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on October 22, 2019 at 2:00 P.M at the PCGG Old Conference Room, Ground  Floor, IRC Building, 82 Edsa, Mandaluyong City. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the stated address. Late bids shall not be accepted. After the Bid Opening, a detailed evaluation of the financial component of the eligible bid/s shall be conducted to determine the Single or Lowest Calculated Bid (SCB or LCB). Only the bidder with the SCB or LCB shall be notified to submit post-qualification documents within five (5) calendar days from receipt of the notice from the PCGG  BAC.

8. All particulars relative to the bidding shall be governed by the pertinent provisions and Implementing Rules and Regulations of R. A. 9184.

9. PCGG  reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, and Section 30 of Bidding Documents, without thereby incurring any liability to the affected bidder or bidders.
