Atty. Rey Echavarria Bulay, is a University of the Philippines at Los Baños graduate of Bachelor of Science in Statistics, with a post graduate degree of Bachelor of Laws from the San Beda College of Law, Mendiola, Manila and admitted to the Philippine Bar in 2002.

He served three terms as the youngest City Councilor of Muntinlupa City from 1988 to 1998 and from 2007 to 2010; he is the Founding Father of the Philippine Councilors League in 1988; he was awarded Topnotcher of the National Real Estate Broker’s Examination at Hotel InterContinental in 1990; he authored the Conversion of Muntinlupa into a Highly Urbanized City in 1995; he pioneered the One-Stop Government Shop Concept for the LTO, NBI, and PNP in Muntinlupa in 2003; he is the Founder of Asian Hospital Charities Inc. in 2005; he was awarded the distinguished Outstanding Alumni Award of the National Muntinlupa High School in 2008; he was appointed Commissioner of the Presidential Commission on Good Government last November 16, 2016 by President Rodrigo Roa Duterte.

He is the eldest son to Dr. Mario N. Bulay and Music Professor Ernani Echavarria Bulay, a husband to Carminia Isabel Ferrera and a loving father to Tristan Angelo Bulay.
