Chairperson John A. Agbayani obtained his law degree (Juris Doctor) from San Beda University in 1978. After passing the 1978 bar examination (Rating-88.575%- 18th Place), he had a brief stint in government as Law Clerk of the Supreme Court (SC) and Technical Assistant of SC Chief Justice Fred Ruiz Castro. He also worked as Consultant of House Speaker Feliciano R. Belmonte for 2 years and as Chief of Staff of SSS Commissioner Gonzalo Duque.

After working as an associate of Bausa Ampil Suarez and Paredes in 1979, he joined the banking sector (BA Finance Corp.; BA Savings Bank; Great Pacific Bank; RCBC) as a Senior Officer and First Vice President and headed the Legal and Recovery Department, Credit and Collection Department and other units for 35 years until 2016.

During his brief stint at the Social Security System (SSS) in February 2017, he crafted the first-ever Guidelines on Warrant of Distraint and Levy to assist the SSS in collecting delinquent contributions of employers which led to the issuance of SSS Guidelines No. 2018-07. This process was approved by the President through the Executive Secretary and for which he was conferred an institutional award by the SSS and the Social Security Commission. As CTS Unit Head of RCBC, he was tasked to craft the Overarching Principles of Contract To Sell (CTS) which led to the issuance of Bangko Sentral ng Pilipinas (BSP) Circular Letter No.  CL-2012-084 that addressed the anomalies in CTS financing.

He was with the academe: San Beda University, College of Law (1994-2008) and Angeles University School of Law (2015-2016) and taught Banking Laws, Credit Transactions, Negotiable Instruments, Insurance and Transportation Laws. Presently, he teaches Credit Transactions at the Arellano University Foundation College of Law (2017-Present).

During his law practice and as head of the bank’s Legal Department, he contributed 8 jurisprudence in cases which he handled in the Supreme Court.

He was appointed by President Rodrigo Roa Duterte as Commissioner on 21 February 2017, and as Chairman on 13 September 2021, of the Presidential Commission on Good Government (PCGG).
