1. The Presidential Commission on Good Government (PCGG) through the General Appropriations Act for FY 2020 intends to apply the sum of   Three Million Seven Hundred Thousand Pesos (P3,700,000.00) inclusive of all applicable taxes., being the Approved Budget for the Contract (ABC) payments under the contract for the supply and delivery of janitorial and sanitation services. The procurement project is undertaken through the Early Procurement Activities (EPA) pursuant to GPPB Circular 06-2019 dated July 17, 2019.

2. Bids received in excess of the ABC shall be automatically rejected at bid opening.

3. Bidders should have completed within the past two (2) years (from 2017 to 2018) from the date of submission and receipt of bids a contract similar to the Project. The description of an eligible bidder is stated in the Bid Data Sheet (BDS).

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criteria as specified in the 2016 Revised Implementing Rules and Regulations (R-IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

(29.) Bidding is restricted to Filipino citizens, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

(29.) Interested bidders may obtain further information from PCGG BAC and inspect the Bidding Documents at the address given below from Monday to Friday, from 9:00 a.m. to 4:00 p.m. starting October 1, 2019 to October 22, 2019.

5. A complete set of Bidding Documents may be acquired by interested bidders on October 1, 2019- October 22, 2019 from the BAC Secretariat c/o Randy Sosa, 3rd Floor or Gloria Llaneza, Annex Bldg, IRC Bldg., No. 82 EDSA, Mandaluyong City upon payment of a no refundable amount of Five Thousand Pesos (P5,000.00) for the bidding documentsIt may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and PCGG website, provided that Bidders shall pay the said amount not later than the submission of their bids. Bids received without the required fee shall not be accepted during the opening of bids.

6. The BAC will hold a Pre-Bid Conference on October 8, 2019, 10: 00 A.M. at the Old Conference Room, IRC Building, No. 82 EDSA, Mandaluyong City, which shall beopen to all prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the IRC Building No. 82, EDSA, Mandaluyong City on or before October 22, 2019, 10:00 A.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the BDS.

8. Bid opening shall be on October 22, 2019, 10:00 A.M. at the Old Conference Room, IRC Bldg., No. 82 EDSA, Mandaluyong City.  Bids will be opened in the presence of the bidders’ representatives who choose to attend. Late bids shall not be accepted.

9. The PCGG reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its R-IRR, without thereby incurring any liability to the affected bidder or bidders.
