Function/Duties Responsibilities:
1. Formulates and sets the annual operational plans, projects and activities (PAPs) and ensures their smooth implementation as well as status monitoring.
2. Formulates concept paper and policy guidelines for continuous improvement of HR processes in the areas of recruitment and selection, performance management system, learning and development and other HR aspects of priority concerns.
3. Manages staff performances and oversees the day to day operations to ensure satisfactory delivery of HR services.
4. Performs supervisorial functions such as planning, leading, organizing and controlling in order to address and act on the day to day HR issues and concerns that may affect the satisfactory delivery of HR services.
5. Facilitates the conduct of orientation for newly hired employees for an effective on-boarding process.
6. Manages the conduct of HRMPSB selection process for the attainment of its objective in providing objective recommendations on the candidates who were subjected to the selection process.
7. As a HR practitioner, provides significant inputs, makes presentations and actively participates in Committee discussions on matters that concern and call for decisions on human resource actions. Specifically, Performance Management Committee, HRMPSB, Quality Management System and other committee where HR opinion is vital for decision making.
Job Qualification Standards/Requirements:
Education : Master’s Degree OR Certificate in Leadership and Management from the CSC
Training : 4 years of supervisory /management experience
Experience : 40 hours of supervisory /management training/

b. Quarterly Financial and Accountability Reports (FAR) (2 Funds)
c. Monthly Trial Balance (TB) (4 Funds)
d. Monthly Report of Disbursement (MRD) (2 Funds)
e. Journal Entry Vouchers and General Journals (4 Funds)
2. Posts GJs, Checks/ADA Disbursement Journals, Cash Disbursement Journals and Cash Receipts Journals (CRJ) to General Ledger (GL)
3. Classify and prepare Journal Entry Vouchers for Checks/ADA Disbursements ( 2 Funds )
4. Analyzes various GL accounts ( 4 Funds )
5. Remits withholding taxes online ( 2 Funds )
6. Supervises, trains and reviews outputs of staff
7. Performs other related tasks as may b required/assigned by immediate superior from time to time.

1. Certifies cash availability and completeness of documents to disbursement vouchers (DVs) after pre-audit by the pre-
auditor.
2. Reviews Quarterly Financial Statement (FS), certifies correctness of monthly trial balance (TB) and supporting
schedules for four (4) Funds of the Commission.
3. Reviews and certifies Journals (GJ) as to correctness of entries.
4. Reviews and certifies correctness of the Monthly Report of Disbursements (MDRs) for 2 Funds.
5. Reviews and certifies correctness of the Quarterly Financial and Accountability Reports (FARs) for 2 Funds.
6. Certifies creditable taxes withheld at source (2307) and final taxes withheld at source (suppliers).
7. Supervises, trains and coaches staff
8. Defines the duties and responsibilities of staff.

Repot of Evaluation (BAR#1 and Report of Income
(BAR#3)
e. Monthly Summary of Remittances to the BTR and other
Income; Summary of Recoveries
