22 APRIL 2024 – Outgoing Chairperson’s Message
Greetings-Comms and My PCGG Family
This is my last reporting day and I now take this opportunity to say farewell in government service.
Looking back 7 years in PCGG, and 3 years back PCGG as Chairman, PCGG consistently exceeded our targets simply because we planned ahead. We programmed our outputs and our budgets. We delivered because we were deliberate in our actions and didn’t fail to plan.
Against odds and unfavorable landscape, our output and performance in 2023 is 300% better than target; For 2024, as of today, we breached our yearend MFO target of P850M, as we continually receive recognitions from COA, DBM , DOJ and DICT which are indubitable indicia of our collective hard work, industry , resilience and dedication and most importantly, our culture of unity of purpose. And for all of these accolades, I am very thankful to the Commissioners, our directors, officers and staff .
We however acknowledge that we have some lack, defects and deficiencies in ourselves and in our respective departments. Complacency, lack of accountability and responsibleness, partisanship, lack of objectivity and empathy, false sense of entitlement and other vices which are inevitable fixtures in a work environment that are however easy to address.
And I am certain that PCGG can do better moving forward. Why? With a fresh ISO recertification for 2023-2024, a better culture, a complete 5-member Commission with the fresh addition of 4 new Commissioners: Atty. Marco Bautista, Angelito Vergel de Dios, Justice Elihu Ybanez , Atty. Rogelio Quevedo and the new Chairman, Justice Mel Quirino C. Sadang, distinguished colleagues who excel in their fields of expertise but most importantly whose professionalism and maturity is beyond cavil, as sure as the sun will rise and as sure and as the sun will set, the PCGG will surpass its goals and expectations.
With our PCGG Mission and Vision in mind and with our Core Values in our hearts, PCGG can.
For another God’s purpose, I have to leave. And from My heart, I wish PCGG the best.
Mabuhay ang PCGG.
Paalam na po sa Inyong lahat.
