BIDS and AWARDS COMMITTEE (BAC)

 RESOLUTION NO. 2019-LUR-011

WHEREAS, on 27 November 2014, the Bureau of Design of the Department of Public Works and Highways (DPWH) advised the Commission to engage the services of structural engineering consultant with complete equipment and experience for the structural evaluation of the PCGG main and annex buildings to determine their structural integrity;

WHEREAS, upon the request of the Administrative Services Division, the Bids and Awards Committee (BAC) caused the procurement of consulting services for the structural investigation and detailed engineering design for the strengthening/retrofitting of the PCGG main and annex buildings in accordance with the Revised Implementing Rules and Regulations (R-IRR) of RA 9184 or the Government Procurement Reform Act, with an Approved Budget for the Contract (ABC) of Three Million Eight Hundred Twenty –Two Thousand Pesos (Php3,822,000.00);

WHEREAS, three (3) structural engineering entities responded to the Request for Expression of Interest and submitted eligibility documents;

WHEREAS, after evaluation, all of the three (3) structural engineering entities abovementioned were shortlisted and declared eligible to submit Technical and Financial Proposals;

WHEREAS, the Technical and Financial Proposals of shortlisted bidders were evaluated using the Quality-Cost Based Evaluation (QCBE) procedure with the following criteria:

A. Technical Proposal (60%)

Quality of Personnel                                             – 10pts

Experience and Capability of Consultant             – 30pts

Plan of Approach and Methodology                      – 60pts

B. Financial Proposal (40%)

The lowest Financial Proposal (Fl) shall be given a Financial Score (Sf) of 100 points.  The Sf of other Financial Proposals shall be computed based on the formula indicated below:

Sf = 100 x Fl/F

Where:

Sf is the financial score of the Financial Proposal under consideration,
Fl is the lowest Financial Proposal, and
F is the Financial Proposal under consideration.

WHEREAS, Section 33.2.1, par. b (ii) of the R-IRR of RA 9184 provides that the BAC shall rank the consultants in descending order based on the combined numerical ratings of their technical and financial proposals and identify the Highest Rated Bid (HRB).

WHEREAS, the following are the results of the QCBE:

 NOW, THEREFORE, be it RESOLVED, as it is hereby RESOLVED, to declare A. C. ONG CONSULTING, INC. as the Highest Rated Bid (HRB) having obtained the highest numerical rating.
